Learner permit renewal changes from 1st November 2026

The Road Safety Authority (RSA) has introduced new rules for renewing learner permits, effective for permits due for renewal on or after 1st November 2026. If you are renewing your first learner permit, you may still progress to a second permit without needing to take a driving test. However, these changes are particularly significant for those seeking to renew for a third permit.

What has changed

  • Third or fourth permit: you must have taken a driving test within the previous two years. Applying for or booking a test is no longer enough, and a test that did not go ahead does not count.
  • Length of permit: a third permit is valid for two years and a fourth for one year, unless you are medically restricted.
  • Permit limits: the general limit is four permits or seven years, after which you must start the learning to drive process again. If you were issued shorter permits for medical reasons, check your renewal eligibility with NDLS.
  • Expired permits: if your permit has been expired for two years or more, you cannot renew it.
  • Medical exemption: there is no longer an exemption from taking a driving test when you renew on medical grounds.

The main changes cover learner permits for cars, tractors and work vehicles, and motorcycles and mopeds. The two-year limit on renewing an expired permit applies across all learner permit categories.

The RSA states the new rules do not apply if you already hold a full licence in that vehicle category.

The RSA states it cannot make exceptions. If a test is cancelled, for example due to severe weather, it will prioritise arranging a new appointment, but the requirement remains the same.

If you cannot renew

If you cannot renew, you start the learning to drive process again:

  1. Pass the theory test.
  2. Apply for a new learner permit, which is treated as a first permit.
  3. Complete all 12 Essential Driver Training sessions, or Initial Basic Training where it applies. Reduced training cannot be used a second time.
  4. Hold the new permit for at least six months before taking the driving test. Your training takes place during this time.
  5. Pass the driving test.

How to renew

You can renew up to three months before your permit expires. The fee is €45, or free if you are 70 or over.

You can apply online with a Public Services Card and a verified MyGovID account, or in person at an NDLS centre. In-person visits are by appointment only, and there is no walk-in service.

Some older guides give a five-year window for renewing an expired permit. Under the new rules the limit is two years.

Driving while your permit is valid or expired

You do not have to stop driving while your permit is valid, as long as you follow its conditions, and you have the life of the permit to take your test. If your permit expires, do not drive until you hold a valid permit or licence again.

What to check on your insurance

You must hold a valid licence or learner permit to drive. What an expired permit means for your existing policy depends on your insurer and your policy wording, so contact your insurer or broker to find out.

A short checklist

  1. Check your permit’s expiry date and which permit you are on.
  2. If you are heading for a third or fourth permit, plan your driving test so that it falls within the two years before you renew.
  3. Renew early if you can. You can apply up to three months before expiry.
  4. Do not drive on an expired permit.
  5. Tell your insurer or broker when your permit is renewed or replaced, so your policy details are up to date.
